MEDICAL-DENTAL MISSION FOR MANGALDAN EMPLOYEES AND THEIR FAMILIES
MANGALDAN –The medical-dental mission here sponsored by Congresswoman Gina de Venecia, Dr. Eugene de Leon, the Generika Pharmacy and LGU Mangaldan on September 7, 2012 was a tremendous success.
This is another activity slated in conjunction with the month-long celebration of 112th Anniversary of the Philippine Civil Service in this municipality.
A total of 530 employees and their family members were served in the said medical-dental mission, most of them bringing home ample medicines and vitamins courtesy of the sponsors.

9TH ANNUAL SEEDLINGS DISTRIBUTION AND TREE PLANTING... A LEGACY FOR MAYOR HERO By: DINO R. ZABALA
MANGALDAN, Pangasinan. In an effort to sustain his programs in the protection of the environment, clean and green and increase the production of a variety of fruits for the future, Mayor Herminio 'HERO' A. Romero for the 9th consecutive year, distributed anew on Friday morning, a total of 5,000 fruit bearing and forest trees seedlings to 25 recipient public elementary schools within the municipality.
Dubbed as "Handog sa Kaarawan Ng Ating Pinakamamahal Na Mayor," the particular activity has always been a part of the mayor's way of celebrating his birthday, relative to his advocacy and staunch support to the protection of the environment and counter to global warming.
Before the distribution, a simple program was held in front of the new municipal building, where a number of selected pupils from different schools showed their prowess in either singing or dancing.
In delivering his message during the program proper, Romero explained the importance of the sustained program in planting trees in order to protect the environment and that helps lessen pollution.

MANGALDAN- The municipal officials and employees of the Municipality of Mangaldan jointly opened the month-long celebration of the 112th anniversary of the Philippine Civil Service on Monday (September 3).
With this year’s theme, “Kawani: Ikaw ay Isang Lingkod Bayani,” the celebration kicked off with a flag-raising ceremony at the façade of the Mangaldan Municipal Hall followed by an opening program.

Mangaldan. In coordination with the Municipal Government of Mangaldan, the Office of the Governor of Pangasinan and the Google Mapmaker Team conducted a MapUp Seminar. Attendees were from the municipality composed of several department heads, employees, representative from Mangaldan Water District and from the Academe Sector.
Mrs. Julieta C. Petonio, MPDC/Administrator-Designate, welcomed the participants from the Local Government Unit of Mangaldan and resource speakers from the Office of the Provincial Governor.
Mr. JR Padilla, Project Coordinator from the Office of the Governor /Operations Manager and Creative Director, 1DigitechPhilippines and Mr. Allan Paolo Medrano, Google Mapmaker Regional Expert Reviewer were the Resource Speakers of said seminar.
MANGALDAN, PANGASINAN. The local government unit of Mangaldan acquired one (1) unit Foton Ambulance from the Philippine Charity Sweepstakes (PCSO) on August 24, 2012.
On August 3, 2012, Romero received a letter from PCSO informing him that his request for a new ambulance for the municipality has been approved under 60-40% cost sharing scheme per Board Resolution No. A-0123.
Romero appealed to PCSO management for the usual 100% free scheme but was advised that only 4th, 5th and 6th class municipalities could avail of the original scheme. Hence, Mangaldan being a 1st class municipality is under the 60-40% cost sharing scheme.

The local government unit of Mangaldan was among the 26 Pangasinan LGUs that bagged the local governance award from the Department of Interior and Local Government (DILG).
As an incentive, the LGU thru Mayor Herminio A. Romero received Php 1-Million worth of Performance Challenge Fund (PCF) handed by no less than DILG Secretary Jesse Robredo, assisted by Governor Amado Espino, Jr. during the “Tapatan on Disaster Preparedness and Climate Change Adaptation” held in San Fernando City, La Union on July 10, 2012.
The granting of PCF subsidy has been established by DILG as an incentive to LGUs that were conferred Seal of Good Housekeeping for CY 2011. This will help LGUs implement their local development projects aligned with the national government strategic thrusts and goals.

ABALOS FATHER AND SON DISTRIBUTE ANTI-DENGUE KITS TO BARANGAYS/SCHOOLS By: Dino R. Zabala
MANGALDAN, Pangasinan. In an effort to fight the spread of the dreaded dengue illness within the communities of this progressive town, Vice-Mayor Bernardo ‘Berex’ C. Abalos and Municipal Liga ng mga Barangay President and Councilor Ritchie G. Abalos, in a project dubbed as Aksyon Barangay Kontra Dengue (ABKD), distributed for free at least 1,500 mug-like mosquito traps to barangays in particular with those that have existing public elementary and high schools.
Before the distribution to the punong barangays and school heads, a short instructional method on the use of the said proven-effective mosquito OL (Ovicidal and Larvaecidal) trap was explained by Roberto Garcia, the inventor-manufacturer of the said gadget consisting a kit that includes a hard-plastic canister, lawanit sticks and chemicals that eradicates the eggs hatched by the dengue-carrying mosquito Aedes Aegypti.

PROVINCE DISTRIBUTES WATER PUMPS AND GRASS CUTTERS
MANGALDAN - The 30 Barangays here thru their chieftains have each received one unit of water pump and one unit of grass cutter complete with accessories from the provincial government on June 26.
The distribution was led by Vice Governor Ferdinand Z. Calimlim, Jr. and Liga ng mga Barangay president and Sangguniang Panlalawigan member Amadeo T. Espino as Governor Amado T. Espino, Jr. is on official trip to the U.S.
The two provincial officials were joined by the municipal officials here led by Mayor Herminio A. Romero, Vice Mayor Bernardo C. Abalos and Liga ng mga Barangay president Ritchie DG. Abalos.

This project of the provincial government is in consonance with the provincial thrusts of boosting agricultural productivity and making all barangays in the province clean, green and orderly. The provincial government is set to provide the same tools to all 1,333 barangays in Pangasinan.
In his message on behalf of the governor, Vice-Gov. Calimlim revealed that more projects for each of the 30 barangays are up in the next few months, even as he said, “Mahalaga kayo at ang inyong pamilya sa amin.” (You and your family are important / precious to us.)
“Let us just wait a while as the governor plans to distribute air-conditioning units and other furniture for your barangay halls,” Calimlim added.
Mayor Romero and Vice Mayor Abalos in their speeches thanked the provincial officials for continuously helping and taking care of their town’s needs.
It could be noted that this municipality has received a total of Php 2 Million pesos worth of infrastructure projects for winning the PAKAR Awards sponsored by the provincial government as the municipality with the cleanest river and riverbanks in Pangasinan in 2009 and 2010.
This town was also declared champion and grand slammer in this year’s challenge for the same title in the PAKAR Awards. (rrh)
PNP-MANGALDAN, “BEST MUNICIPAL POLICE STATION” IN REGION I
MANGALDAN. The Police Station of Mangaldan under the headship of Police Superintendent Mateo C. Casupang was adjudged the Best Municipal Police Station (Unit Award Category) in Region 1 for CY 2012. The PRO1 established the search to commemorate the 111th Police Service Anniversary of the PNP personnel.
The Police Regional Office 1 Sub-Committee for the Selection of Awardees based the selection process through the following parameters: overall administrative, operational and other significant accomplishments covering the period of January 1 to December 31, 2011, where Mangaldan Police Station excelled besting other Municipal Police Stations in the entire Region 1.
Casupang in an interview speaks out his gratitude to the Mangaldan local chief executive, Mayor Herminio Romero, Vice Mayor Bernardo Abalos, Coun. Alfredo Soriano and all Sangguniang Bayan Members for generously supporting his programs for the local PNP.
“Mayor Romero’s assistance to the agency has helped us a lot in pursuing all our goals and objectives, thus we have achieved this distinction,” says the self-effacing chief of police.

COA CONCLUDES INVESTIGATION ON PAYROLL SCAM P7.9M of unliquidated cash balance unearthed by Dino Zabala
MANGALDAN, Pangasinan. AT LEAST, a total of P7,937,858.14 of unliquidated cash balance had been unearthed by the Commission on Audit (COA) in its investigation in relation to the payroll scam that rocked this progressive municipality for the past four weeks.
“Our Legal Counsels have already filed the complaint before the Civil Service Commission (CSC) Regional Office in San Fernando City, La Union, and have asked them for their (CSC) immediate investigation and appropriate action. The basis of our complaint is the audit report and investigation conducted by the COA, together with their observations,” the mayor confirmed.
During the press conference, Romero also identified the names and positions of those involved in the payroll rip-off as Susana P. Bauzon, Municipal Treasurer; Marilyn D. Gonzales, Assistant Treasurer; Evelyn L. Bernabe, Municipal Accountant and Helen A. Aquino, Chief Administrative Officer-HRMO.
According to the mayor, the four individuals implicated in the hullaballoo have already effected their respective voluntary leave of absence from their responsibilities for 20 days since last week, with Bernabe filing her leave earlier than the three others. Their 20-day leave will constitute a month long with Saturdays and Sundays included.
As of press time, appropriate complaint with the Ombudsman is now being readied by the municipal’s legal counsels against the four involved individuals. This would mean that criminal and administrative cases are perceived to be filed against them.
“I would like to tell everyone that we do not tolerate dishonest acts, and any dishonest act shall not be practiced or allowed in any of our offices in any manner whether you are a municipal official, head of office or a mere employee. A public office is a public trust,” clarified Romero.
The chief executive expressed his gratitude to the persons who brought out such dishonest acts, even as he encouraged others to do the same.
“If possible, immediately upon its inception or conception, it must immediately be brought out to the proper authorities,” Romero added.
Meanwhile, the mayor further said that the COA is expanding its investigation in regards to the municipal’s petty cash funds, with which a partial and preliminary report to him (mayor) submitted by the COA that there is at least another involved P1.7 million unallocated petty cash funds disbursed.
And this, the mayor said, shall be another complaint that shall be filed upon the final conclusion of the COA’s investigation.
ASST. TREASURER RETURNS P1.9 MILLION
Asked about the truth that the Assistant Treasurer returned an amount of almost P2 Million, Romero revealed that the officer-in-charge municipal treasurer received and receipted an amount of P1,959,155.00 from Gonzales at the height of the investigation being conducted by the COA.
But Romero explained that the returning of the said amount though, will not mean that Gonzales is off the hook from the case subsequently to be filed against her, as it demonstrates of an act of grave dishonesty of a public servant.

NO BIAS IN THE INVESTIGATION
On the issue of presumed observable bias on the part of the local government unit’s COA in conducting the investigation, Romero assured that there was no whitewash, no cover-up and less to say that the investigation conducted was completed unfairly, is for the fact that local audit team was authorized by the Provincial COA, where they (local COA) were aided by both Provincial and Regional COA personnel in the probe.
“I do not believe there is preconception or bias in the investigation, because if they do so, no one will believe in them (COA) anymore. And the investigating team composed of audit personnel from the local, provincial and regional offices. And I am sure they conducted their probe and scrutiny with factuality and certainty as evidenced by the truth,” affirmed the mayor.
The designated officer-in-charges of the departments whose heads are on leave are Alicia Mejia, Municipal Treasurer; Veneranda Gutierrez, Municipal Accountant and Isabela Aquino, HRMO. No particular employee has been designated yet as assistant treasurer as of press time.
It can be recalled that Romero, upon learning of the scam on March 31, 2012 which was already spreading like wildfire within the premises of the municipal hall complex, acted immediately and called for a no non sense investigation to make the truth come out and bring to justice the persons who had given discredit and dishonor to the name of Mangaldan and its people.
“I am not perturbed of what happened, but I do believe that this is a lesson for all of us. They should be aware of their jobs and all I can say is do their work in accordance with the law and pray to God that whatever temptations there are, you can overcome it. Mag-isip tayo ng mga magagandang gawain at huwag yung salungat sa batas,” Romero stated in closing.
MANGALDAN’S RIVER ADJUDGED CLEANEST IN PANGASINAN ANEW
LINGAYEN - The town of Mangaldan bagged the grand slam when its inland body of water, the Angalacan River, was adjudged as the cleanest river in Pangasinan for the third time.Mayor Herminio A. Romero of Mangaldan received the grand slam award and a cash prize of P100,000.00 from Interior and Local Government Secretary Jesse Robredo last Tuesday. The award, held as one of the culminating activities of the Pista’y Dayat (Sea Festival in Pangasinan), entiltles Mangaldan to receive P1Million worth of development projects from the provincial government.Mangaldan’s Angalacan River was earlier adjudged the cleanest inland river in Pangasinan in the search conducted in 2009 and 2010. NO award was held in 2011. Romero said the earlier P1Million prizes of the town each for 2009 and 2010, went to the construction of a big canal on Visperas Street in Mangaldan where runoff water passes through during the rainy season.He said Angalacan River impressed search evaluators anew when they saw in its crystal clear water in fishes swimming in the bottom. The riverbanks were planted with shade trees, including ipil-ipil, and are teeming with birds.
Because of its crystal clear water, children flock to the river to swim during summer months.Residents have taken upon themselves the duty of enforcing the environmental laws in their river, said Romero, adding that barangays have ordinances that impose heavy fines to spoilers and polluters.
“We are proud of this achievement,” Romero said as he announced that Miss Mangaldan 2012, Rosalyn Suratos, was also adjudged as Limgas na Pangasinan in the search that coincided with the Pangasinan Pista’y Dayat.

Mayor Herminio A. Romero enjoyed dancing with the Sangguniang Kabataan Officials of Mangaldan, Pangasinan during their morning exercise on the occasion of SK seminar at Baguio City last April 27 to 29, 2012 entitled "Skills Training for Sangguniang Kabataan Cum Drug Abuse Prevention Program"
Said seminar aimed to educate SK Officials regarding Drug Abuse Prevention and other youth development programs. The SK Officials were also trained on parliamentary rules and procedures on SK meetings or sessions; SK development planning (team planning); SK Local Fiscal Administration (including on how to use or dispose their SK budget); and also given lectures on Spiritual upliftment. Discussed/lectured other related matters. SK Officials at the same time enjoyed, learned and enlightened. The said seminar was conducted by the Dept. of Local Gov't. Unit through Madam Dinah A. Pinlac, MLGOO in coordination with the Local Gov't. Unit through the leadership of Hon. Mayor Herminio A. Romero, Mangaldan SK Federation President Hon. Coun. Charlene Joy F. MANGALDAN: MOST OUTSTANDING LGU IN PANGASINAN II
MANGALDAN, PANGASINAN- The Municipality of Mangaldan had proven once again to be the Most Outstanding Local Government Unit (Category A) in Pangasinan Division II during the on-going Search for the 2012 National Literacy Awards.
The municipality was a finalist for the Regional Search along with its contenders namely the municipalities of San Nicolas in llocos Norte, Tagudin in llocos Sur, Bauang in La Union and Calasiao in Pangasinan. The validation and ocular inspection was held in the municipality of Mangaldan last April 26, 2012.
In Mangaldan, the promotion of the Alternative Learning System stressing “Edukasyon ang Solusyon” programs and projects are being sustained and implemented in the municipality.
Among these are the basic literacy, functional literacy, continuing education through Project ROMERO (Revitalizing Out-of-School-Youths knowledge, skills and values for a Meaningful, Entrepreneurship and Realistic Opportunities) and Community Learning Centers which cater youths, women, children, persons with disabilities, senior citizens, farmers, fisherfolk, underemployed, unemployed, professionals and OSYs.

3 PROJECTS BLESSED & INAUGURATED IN MANGALDAN
MANGALDAN - In a span of one week three (3) edifices were blessed and inaugurated in a row in this town.
The first one was the blessing and inauguration of the newly renovated / upgraded Community Rest Room inside the public plaza northwest wing on March 2, 2012.
This modern facility that features an air-conditioned room is a gift of love to the people of Mangaldan by the Happy Hearts Club, the Mangaldan association of Northern California, USA (MAONCA) and the Mangaldan Municipal Government.
The event commenced with a Thanksgiving Mass officiated by Rev. Fr. Roland Anthony S. Gavina, followed with inauguration and ribbon-cutting ceremonies led by Mayor and Mrs. Herminio Romero, Vice Mayor Bernardo Abalos, Mrs. Charito Fabia, Mrs. Merle Rabelas and Mr. Ernesto de Vera.
Fabia is the current President of Happy Hearts Club, while Rabelas who came all the way from Richmond, California, U.S.A. is past president of MAONCA.
Rabelas represented Mrs. Judith Fornoles, the President of MAONCA when the project was first conceptualized. De Vera who escorted Rabelas is past vice president of MAONCA.
PEOPLE’S MULTI-PURPOSE CENTER. After only five (5) days a new building was blessed and inaugurated on the same zone of the public auditorium.
The novel structure called the People’s Multi-Purpose Center was turned over to the municipality by its donor, the Young Once Club, Inc,. on March 7. The building is intended to accommodate small gatherings, seminars and meetings.
Prayers and blessings of the edifice were done by Rev. Fr. Arcadio M. Mejia, Team Ministry Moderator, St. Thomas Aquinas Parish; while the cutting of the ceremonial ribbons was led by the Mayor and his lady, Madam Gloria Romero.
Engr. And Mrs. Leon S. del Castillo, Mr. Romeo Evangelista and Mrs. Violeta Maningding.
“This building is a dream-come true,” says Mrs. Lily M. del Castillo, President of the YOC, in her speech as it took the club quite a long time to finish the said project.
Both Mayor Romero and Vice Mayor Abalos in their speeches thanked and persuaded the club officers and members to continue helping and assisting the LGU as the Municipal officials would admit their inability to work well without support from NGOs, balikbayans and other benefactors.
The Young Once Club, Inc. like the Happy Hearts Club and MAONCA is one of the most active NGOs and dependable ally of this local government unit.
RENOVATED SENIOR CITIZENS BIILDING. The next day, March 8, 2012, came the blessing and inauguration of the newly renovated Senior Citizens Building which is funded by the Office of His Excellency Vice President Jejomar C. Binay in the amount of Php 500,000.00.
The benevolent Vice President was represented by former Mayor Sammy Rosario of Binmaley, Pangasinan during the inauguration. Rev. Fr. Rene Mendoza blessed the rehabilitated structure.
Joining Rosario in the cutting of the ribbon were Madam Gloria Romero, Mr. Adriano Biala, FESCAM President, and Mrs. Linda Ang, OSCA Head.
It can be recalled that when Vice President Binay was still the City Mayor of Makati, he established and inked a Sisterhood Relationship with the Municipality of Mangaldan Thru Mayor Romero on December 11. 2008.
Both local governments shared the same intention of creating an atmosphere in which economic and community development can be implemented and strengthened. (rrh)

Sa Ikalawang pagkakataon ay muling kinilala si Municipal Mayor Herminio A. Romero ng Mangaldan bilang Most Outstanding Mayor ng buong Pangasinan II sa Ikalimang Pagsasanay na Summit ng Alternative Learnig System na ginanap noong Agosto 12 sa Gusaling CAP, Lungsod ng Urdaneta. Si Mayor Romero ay pinarangalan ng buong pamunuan ng ALS sa kanyang walang sawang pagsuporta sa implementasyon ng kanilang mag programa sa buong dibisyon. TURN-OVER OF OLYSET NET
MANGALDAN. In its intense fight against dengue the Department of Health, Region I allotted 110 rolls of Olyset Net materials to schools here. These chemically treated materials will be used as curtains in the following schools: Salay Elementary School, Don Gregorio I.
