On the way to recovery from the flashflood due to Typhoon “Pepeng”, another devastating scene happened when the Mangaldan public market was under the rage of fire at the dawn of December 08, 2009. Many believe that it was started at the center of the public market where plastics and rubber products stored. But still the Fire Bureau pursue on their investigation to what really the cause of the fire.
Businessmen/businesswomen were awaken on their sleep by their neighbors and rushed their way to public market trying to save their products. Unfortunately, the fire already spread out. Many stalls were affected. Some businessmen didn't. save their products facing again another losses on their businesses. Volunteers, Firemen and fire trucks from different agencies and NGOs extended their help in extinguishing the fire outbreak.

TYPHOON PEPENG: SOARING AFTER STRUGGLING By Fatima Ross E. Perez
Hundreds of houses were swept and laid in ruins. Roads were washed out and difficult to drive on with all the heaped debris. Bridges were destroyed by a massive cocktail of mud and rocks. Agricultural crops were withered and covered with mud. Thousands of domesticated animals in the livestock and poultry industry died.
All of these were part of the grim scenario the municipality of Mangaldan had encountered after the Typhoon “Pepeng” made its third landfall in Northern Luzon last October 8-10,2009. The heavy downpour of rain brought about by Typhoon Pepeng left Mangaldan with twelve (12) people dead and thousands affected as the entire Mangaldan remain submerged in floodwater for three days. According to the Municipal Disaster Coordinating Council (MDCC) Secretariat, these are the names of the following casualties on Typhoon Pepeng:

On the other hand, damage to infrastructure alone was partially reported with an amount of P246.7 M, 115.2 M for agriculture, 318 M for private businesses which includes the Public Market Area and the Central Business District as well as all barangays, 321.64M to private properties and 38.5 M damage to government properties, summing up to a total of approximately P1.04 B amount of damages.
Just like the Typhoon Ondoy that invaded and hit Metro Manila, Typhoon Pepeng was a rain-filled typhoon but with less wind. Pepeng resulted into flooding where heavy amounts of water were released by the authority from San Roque Dam that was in danger of bursting. Mangaldanians were severely affected as shown in the television footage shot by media where houses, business establishments and buildings were submerged in an ocean of brown water.
Right after the destruction brought about by the Typhoon Pepeng, the townspeople of Mangaldan were delighted that several kind-hearted donors had conducted relief operations on the different barangays despite the tragedy they had stumbled upon. These simple acts of giving, whether big or small, had eased the burdens and alleviated human suffering of the Mangaldanians.

Be a help in reconstructing Mangaldan
Overwhelmed by the fury of flashflood caused by Tropical Storm “PEPENG,” the Municipality of Mangaldan is seeking help and assistance from all possible sources both from local and international communities. The once-in-a-lifetime storm which hit the town and the entire Pangasinan province last October 8 and 9, 2009 had left everyone with horror stories to tell. Data showed that affected families were about 18,580 or roughly 92,900 people.
Partial reports of damages are as follows:

Twelve (12) people died with reported causes of death from drowning (4), heart attack (3), nervous breakdown (2), hypothermia (1) and still birth (2). In the agriculture sector, many domesticated animals in the livetock industry were drowned with an estimated cost of P14.46 M alone: cattle-450 heads, swine-350 heads, carabao-85 heads,goats-600 heads , chicken-2000 heads. Moreover, about 2,571 hectares planted with rice, corn and vegetables were under water and others were covered with piles of mud. About 1,709 hectares planted with rice or about 5,515 metric tons of rice was declared without chance of recovery with an estimated value of P97.35 M. On corn, about 48,175 kg. with an estimated value of P0.821 M were swallowed up by the typhoon and about 100 has. planted with vegetables with an estimated value of P0.5M were destroyed. Some portions of the earthdike in Embarcadero, 3 portions in Nibaliw and 5 portions in Palua were totally eroded which exposed the entire municipality extremely vulnerable to flooding rendering the entire dike portion useless. Road shoulders were also eroded in some parts in Amansabina, Salay, Buenlag, Macayug, Bantayan and in several remaining barangays. With the unprecedented flood heights reaching two (2) meters in the residential areas, it has caused damage to public and private properties in all the 30 barangays with an estimated value of P259.15 M. The Public Market with the flood height of about 6ft. has greatly affected the stall owners and vendors goods with an estimated value of P75 M alone and about P225 M in the Central Business District and in all barangays.
The municipal officials led by Mayor Herminio A. Romeo continues to extend their gratitude to all donors and supporters whose sacrifices are beyond words and still appeal for help for the rehabilitation of the town and also for the affected families.
