                A journey to the Municipality of Mangaldan in the Fourth District of Pangasinan of famed WOW PHILIPPINES either as a bonafide Mangaldanian, a curious visitor for the first time, balikbayan  or simply a business ace scouting for greener economic investments will echo a common THUMBS-UP for what MANGALDAN had achieved through the years and climbing with the tightest embrace to the apex of development and success without shrinking back from whatever lies ahead, this municipality will indeed reach higher heights.

                Crowned with 400 respectable years of challenges and victories, MANGALDAN has rightfully earned her precious name tag as the “HOME OF PEACE – LOVING, GOD – FEARING AND DEVELOPMENT – ORIENTED PEOPLE,” the product of the fusion of great political leaders and the relentless support of the Mangaldanians themselves, both near and far.

FUSION OF GREAT LEADERS

                Mangaldan owes her success from the fusion of great political leaders who braved the odds of public service. From the pioneering hands of Don Vicente Abad to his long line of successors  until 1980’s,  all of them deserve respect and adulation. However, to the eyes of the younger generation, the names of Hon. Benigno M. Gubatan, Hon. Numeriano G. Presto, Hon. Tito B. Sarzaba, Jr. and Hon. Herminio A. Romero sound most familiar. Having been Mayors in the early 1990’s and for the latter as the incumbent Mayor of the town.
               
Hon. Benigno M. Gubatan was obviously noted to posses strong political will that propelled significant contributions to the town’s development.

                It was during the term of Dr. Numeriano G. Presto when Mangaldan proudly celebrated her Philippine Centennial showcasing the glorious history of Mangaldan.

                Hon. Tito B. Sarzaba, Jr. spearheaded the realization of turning Mangaldan from a second class municipality to FIRST CLASS.

                As the Chief Local Executive from July 2004 until the present, Hon. Herminio A. Romero can articulate, “Let performance speak for itself.”

THE POWER OF FAITH

                In plain and straight forward lingo, Hon. Herminio A. Romero has no midas touch to win the Mayorship. With no gold, no guns and no goons to bank on, HERMIE undauntedly entrusted his destiny to the One who cradled him too well.

                True indeed, the good LORD rewarded his trust. In an overwhelming votes of confidence given to him on his first term (2004 - 2007) repeatedly cast again on his second term (2007 - 2010), eloquently affirmed Mangaldanians’ trust and confidence on his leadership. Hence then, he SERVED, WORKED, PERFORMED EVEN BEYOND THE CALL OF DUTY; and continues to do so. 

                To be able to execute the blueprint of his vision for Mangaldan, Mayor Romero humbly walked on the way to extending peace among all political opponents and tried his best to build a solid foundation of working harmoniously with all sectors of society particularly the big family of LGU – Mangaldan. Like the father in the family, he first strengthened the relationship among partners in the Legislative Branch and of course the whole working force of the Executive Unit. When trust was established, they all buckled their belt to work.

HIGHLIGHTS OF ACHIEVEMENTS

                Serving 92,000 people from 30 barangays is no easy task but bracing his inner fortitude coupled by the solid backing of the Sangguniang Bayan Members, Mayor Romero chronicled tangible accomplishments as the Best Local Government Unit in the Drug Demand Reduction Program, being recognized as the Best Implementor – Partner  in the Coop Program, being the Top 7 Cleanest Municipality in Pangasinan, Fire Station of the Year Awardee.
               
                Initially, on the matter of purchasing something for the Municipality, a meat delivery van was purchased for the used of income-generating municipal van slaughterhouse, which has class AA Status and one mini – ambulance was acquired through representations with Speaker Jose De Venecia, Jr.

                The Solid Waste Management Program – which implements the Ecological and Solid Waste Management  Act of 2000 (R.A. 9003)  –  was re-launched in the town.  Rehabilitation of the dumpsite in Banaoang was effected, in the process converting it to a controlled dumpsite. This was facilitated by the timely utilization of heavy equipment coming from the provincial government.

                In line with this, 30 pieces of concrete garbage receptacles were constructed or fabricated and installed in conspicuous places in the market area and along main thoroughfares of the Poblacion. Some of these were donated by the owners of Residencia San Jose Subdivision. Corollary to this thrust, lectures on the solid waste management program were attended by municipal employees, school administrators and student leaders in a bid to keep them aware of the importance of the nationwide program.

Various construction activities likewise highlighted the Romero term. Some 70 meters of concrete pipe drainage with two manholes were constructed at sitio Binmolalo in barangay Talogtog to  ease the flow of floodwaters and allow the use of an estimated 75  hectares of farmlands there. The Mangaldan Slaughterhouse was renovated to maintain its Class “AA” status. A concrete and open drainage canal with vendors arcade was put up behind the public plaza stage. One – classroom school buildings were constructed in the Pogo – Palua and Osiem Elementary Schools; and a two – classroom building was put up at the Lanas Elementary School. The  Bantayan Elementary School was repaired and rehabilitated through 2nd Pangasinan Engineering District funds. Other constructions were the Tawi-Tawi road in barangay Bantayan and  the Romero road in barangay Buenlag. Another noteworthy  construction, of course, was the Don Benigno Gubatan Triangle, in honor of the late mayor Atty. Benigno Gubatan, Jr., through funding emanating from the Mangaldan Association of Northern California, under its former President, Mrs. Merle Rabelas. Eight units of deep wells were also constructed or instralled in barangays Guesang, Inlambo, Palua, Talogtog, Bateng, Guilig, Bari and Pogo.

An innovation in the Romero administration was the holding of Community Volunteerism Day every last Thursday of the month. On such days, municipal employees voluntarily do clean-up work in different areas or streets right at the town proper. Barangay officials were not left out in skills improvement for governance as a 3-day skills training was conducted for them through the Department of the Interior and Local Government.

More on community involvement endeavors, the Romero reign saw the extension of the beautification and electrification project of Phase II of the Sangguniang Bayan Drive. Also, 20 units of streetlights were repaired as part of the Phase I rehabilitation of the same SB Drive. Also distributed and planted were some 2,000 assorted fruit seedlings and vegetable seeds through elementary school pupils. Farm equipment like hand tractors and water pumps with complete accessories were likewise acquired via the Comprehensive and Integrated Delivery of Social Services program.

The new world-class PNP - Mangaldan Police Station was inaugurated, with House Speaker Jose C. de Venecia Jr. and Dir. Gen. Arturo C. Lomibao attending it together with Mayor Romero and other officials. This is significant, as the PNP’s top man, Director-General Arturo C. Lomibao, hails from Mangaldan town himself!

Bringing out the best in Mangaldan folks’ skills or capabilities was pursued through a lantern-making contest which was participated in by various Mangaldan barangays. This was sponsored by two of the most active and supportive non-governmental organizations in the town: Young Once Club and Happy Hearts Club, after the project was conceived by Mayor Romero himself. There was also the Mangaldan Choral Concert sponsored for the first time by the Himig A Capella, a group composed of graduating Mangaldan students from local colleges and universities.

The LGU Mangaldan Website was likewise launched at the conference room of the municipal hall in time for the fiesta last 2006, in the process enabling supporters here and abroad to back up their candidates by simply logging in at www.mangaldan.gov.ph a website of its own in Mangaldan!

IN ROADS IN AGRICULTURE

BECAUSE Mangaldan enjoys wide tracts of agricultural lands, one major thrust of the incumbent administration dwelt on various aspects of agriculture. The typical farmer definitely needs help; and the government has not been remiss in giving it to him.

                Technical assistance in this field has been extended through farm visitations, field inspections and result and method demonstrations by efficient agricultural personnel. Technical assistance has likewise been rendered to high value commercial crops (HVCC). Both hybrid and certified palay seeds and hybrid corn seeds have also been procured and distributed to rightful farmers.

                Help has not been confined to palay and corn farming, though. Assorted fruit and forest tree seedlings were also distributed, with the forest tree seedlings invariably planted along the Angalacan River site. Liquid fertilizers were likewise distributed. In line with these, water pumps – some 30 units of the 5-horsepower kind – were distributed, too.

                For individual beneficiaries, ample and authoritative trainings, seminars and demo classes were held. These include farmers’ field schools, mushroom spawn production training, organic utilization training, bamboo propagation training, livestock health care and management seminar and mango production seminar.

                On the livestock front, the local agricultural office provided vaccination, diagnosis and treatment and even de-worming activities. A veterinary mission was actually conducted in barangays Salay and Alitaya.

                Moreover, it will be worthwhile to note perceivable success in the operation of the Mangaldan Livestock Auction Market! The market has admittedly generated big revenues for Mangaldan. To ensure that this modest success is maintained, cleanliness and sanitation – which have been its trademarks – must be ensured. To achieve this, two footbaths were constructed, twin septic tanks were put up, the market were dredged or de-clogged and a power sprayer and a weighing scale were purchased.

                The fishery front was not left out, either. There is a constant promotion of freshwater aquaculture development. In line with this, a fish processing demonstration was conducted, 5,000 tilapia fingerlings were dispersed in the town, aside from 10,000 tilapia fingerlings dispersed on communal water at the Angalacan river. Mayor Romero also reported technical assistance rendered to various fish operators in Mangaldan.

 

ECONOMY, BUSINESS, MARKET THRUSTS

MANGALDAN has been reported in various newspapers as one of only two Pangasinan municipalities eligible to become a city in view of their first-class status as towns with sizable incomes. The other one, of course, is Lingayen – which is the capital of Pangasinan.

                While this tag may indeed be flattering, the thrust is not mainly to work for cityhood but to maintain or protect the reason for earning the top classification. It goes without saying that the town has effected various moves aimed at retaining its financial status. Those that greatly aid the economy have been amply paid attention to.

                The market continues to be a vital income – generating place of the town; but its desirable status needs to be maintained so that it will remain pleasant and acceptable to marketgoers. In line with this, the municipal government under Mayor Romero saw fit to introduce continuous improvements in the area.

                Concrete drainage covers were constructed in the fish section and the roofing or canopy at the northern portion of the market, where the meat and chicken sections are located, was extended. Drainage canals with concrete covers were likewise constructed at the southern part of the town’s market. For the fruit and vegetable sellers, there is an ongoing construction of a two-storey market building for them. As these constructions took place, regular de-clogging and desilting activities, including cleaning up work, were done on the market’s canals.

                Quite markedly, there is a tremendous increase in market revenues, which is something owed to the public. Ergo, they deserve a market whose desirability and acceptability can prod them to continue buying or selling therein, as well as relay to everyone that the Mangaldan market is a place they should see!

                Many business establishments such as gas stations, drug stores like Mercury Drug Store and new Shooping Marts are being constructed.  New CSI Mangaldan will soon be inaugurated in the coming months ahead.

EDUCATION THRUST, SPORTS AWARDS

MANGALDAN definitely cannot be left behind in the educational front as it has collected or attained an high degree of respectability in its thrust. Despite the fact that it is adjacent to what has been known as the educational center of Pangasinan – none other than nearby Dagupan City – the town has manifested advance in education for its residents who have earned various recognitions for feats in the educational field.

                Support to education is not wanting from the government sector under Mayor Romero. There have been continuous constructions and repairs of school facilities, particularly school buildings. Complete sets of Computers were distributed to all public elementary and public high schools through the funds of Speaker Jose C. De Venecia, Jr. It has financially supported students in various seminars and trainings, aside from providing financial and material assistance to pupils and students who represent their respective schools and the municipality in academic and sports competitions in provincial, regional, national and even international levels!

                In fact, there are 31 municipal scholars at present in the municipality and Mayor Romero himself has his own 30 personal scholars.

Assistance has not been limited to individuals who study in schools alone. The Mangaldan National High School was the beneficiary when NFE / ALS Learning Center comfort rooms were constructed. Mayor Romero was also instrumental in the granting of financial and material assistance to parent – teacher – community associations in different schools in Mangaldan.

All these amply prove that education is a major program in the kind of governance existing in Mangaldan today. What is inspiring is that some awards have been reaped by schools in the town. Pupils from the David Elementary School won the championship in the 2005 Regional Science Fair held at the Speaker Sergio Osmena High School, under the investigatory project area. MNHS students also garnered 2nd place in the Regional Philippines Fair held at the Sinait National High School in Ilocos Sur. Notably, the municipal government imparted financial assistance to the delegates who copped the honors for Mangaldan.
                                                                                               
In sports, too, achievements were clearly etched by students.

From the Cherished Moments School, a first year student name Ron Servito and a fourth grader identified as Chino Bernard Vicente annexed the gold medal and encouragement prizes, respectively, when both campaigned in the World Taekwando Hwarang Championship 2005 at Jincheon in South Korea.
 
Still on the martial arts front, Jeffrey P. Clata of barangay Anolid became the gold medalist in the blackbelt senior division in the World Taekwando Hwarang Festival 2005 in Chungcheongbuk-do, also in South Korea.

And as though these were not enough, another Mangaldanian made it a triple whammy when Raysaldo Biagtan of barangay Malabago devastated his foes to capture the title as world champion in the World Muay Thai Grand Prix, a Kickboxing World Title Tournament which was held in Hongkong.

GENERALLY PEACEFUL TOWN

IT IS AN accepted dictum that the peace and order condition or situation in a community dictates its economic boom. What apparently triggers Mangaldan’s economic advancement is the fact that its peace and order state is ideal. Experts will readily agree that the town is generally peaceful – a situation that can only be dreamed of by communities wracked by violence and crimes.

          This situation speaks well  of the fact that no less than the highest  police officer of the land – Police Director General Arturo C. Lomibao – is a native  of the town. In fact, only lately, the PNP Chief donated two speed cops motorcycles for the town.

                In Mangaldan, crime prevention drives are conducted by  the local police station earnestly, regularly and consistently and  deeply anchored in community mobilization. It is this determined drive which has in all probability resulted in a substantial decrease in street crimes. Also to be mentioned here is the fact that police response is quite good, with local cops immediately acting upon reported complaints.

                It is worth mentioning that Mangaldan cops are now working hand in hand with the Municipal Traffic and Safety Office headed by Ret. Capt. Jorge de Vera. We credit the very orderly traffic in downtown Mangaldan to this group.

                Every Monday, regular value formation orientations and police information and education activities are conducted by the PNP, which is likewise persistent in its conduct of pulong – pulong activities in 30 barangays of the town, as well as drug symposia in different schools of Mangaldan.

Through all these peace and order thrusts, it is no wonder that the Mangaldan Police Station was adjudged as the Best Municipal Police Station in Suppy Reduction in the anti – drug campaign, as given by the Provincial Anti – Drug Council and Jaycees International.

For its individuals policemen, the Mangaldan PNP also excelled in its anti-crime thrusts.

                Truly, all these speak well of the kind or type of policemen and policewomen manning the stations that are supposed to give ample protection to the citizenry.

SOCIAL SERVICES GALORE

IN THE FIELD of social services, Mangaldan had a lot to offer under Mayor Romero. Conscious of government ‘s role towards social uplift, the municipal government steadily and steadfastly embarked on various thrusts designed to ease the living conditions of various residents of whatever gender, age or station in life.

           Accomplishment under this area decidedly helped Mangaldanians in various ways.  Just consider this : Mangaldan is serving 74 kids from poor families who fall under the children with disabilities (CWDs) category.  This is done through the Breaking Barriers for Children (BBC), a project which is jointly undertaken by the Katipunan ng Maykapansanan sa Pilipinas , Inc.(KAMPI) and the Danish Society of Polio and Accident Victims, a non- profit organization which aims to uplift the situation of poor Filipino children aged from 0 to 14 years who have various disabilities.  They are housed at the Mangaldan Infirmary.

           There is more!   Mangaldan has been consistently implementing the older persons welfare Program, wherein it assisted thousand of elderly in so many ways – including the issuance of 1,205 senior citizens  (OSCA) identification cards. It has also sponsored supplemental feeding activities to moderately and severely underweight pre- schoolers in the town.

           Still on social services, the local government under Mayor Romero provided day  care services to 1,136 active pre-school children; educational assistance to out-of- school youths; financial or material assistance to support individuals who wanted to return to their place of origin in the “Balik Probinsya” program of the DSWD; and the livelihood assistance program of the DSWD, better known as the Self-Employment Assistance Program.  A practical skills development program for bamboo craft, tiklis-making and mushroom production was likewise implemented, also with the end in view of providing more skills to individuals for their livelihood thrusts.

           The Philhealth program was likewise implemented by the local government and, under it, 1,000 new family-beneficiaries were listed down. This meant a total of 15,650 new qualified dependents included in the program.

HEALTH IS WEALTH!

SOMEHOW, many believe that a healthy citizenry connotes a healthy economic development, as genuine economic development necessarily brings about a healthy citizenry.

             Seemingly, this line is buttressed by the situation prevailing in Mangaldan. Virtually no stone has been left unturned in the municipal government’s quest for an ideal condition for the health of the community via a citizenry that has a sound mind in a sound body. Health thrusts have been pursued relentlessly under the present dispensation.

             Various health-inclined or health-oriented activities have been implemented in Mangaldan and there is seemingly no let-up in the drive to come up with robust or sturdy citizens of the town who elicit proud pictures of what the Filipino citizen should be!

                The New Rural Health Unit II Building was inaugurated last October 2007.

                Inevitably, when health concerns are mentioned, one always gets the idea of medical missions – those stints wherein  doctors and nurses give medical service for free to scores of the community folk, especially in the remote villages. Indeed, medical  missions were undertaken by (1) the Lyceum Northwestern University in barangays Inlambo, Lanas and Maasin, (2) the local government unit of Mangaldan, with the Philippine Charity Sweeptakes Office as co – sponsor, in barangays Buenlag, Pogo, Palua, Anolid and Gueguesangen; and (3) the Knights of Columbus and PNP Director General Arturo C. Lomibao as co – sponsors in barangay Poblacion.

For teeth protection, a dental mission was conducted at the Mangaldan Community Infirmary.

Then, there were other forms of health-related activities, like bone screening with Caltrate as co – sponsor, fat analysis with Roche as co – sponsor, BCG for Grade I pupils and Operation Tule with the Rotary Club of Mangaldan at the forefront.

Recognizing the role mothers play in health and hygiene, Mother Classes were conducted in cooperation with the Lyceum Northwestern University. In this activity, nursing students from the university ably conducted health and family – related classes to mothers in various barangays quite remote from the Poblacion, like Alitaya, Buenlag, Guesang, Guilig, Landas, Macayug and Salaan.

                The dream of a truly healthy Mangaldanian lives on!

AGRARIAN AND BASIC SERVICES

AGRARIAN reform thrust and basic services for the people scored high in Mayor Romero’s list. Basic services were not left behind, too. These are “must accomplish” thrusts in governance.

Basically, under Mayor Romero, the strengthening of farmers’ cooperatives to benefit agrarian reform beneficiaries was pursued. Also conducted was a techno – demonstration on bio – organic preparation and adoption, which was pursued in so – called Agrarian Reform Communities (ARC) and non – ARC barangays of Mangaldan.

Likewise provided to the people were various infrastructure projects like the rehabilitation of eight kilometers of farm – to – market roads, as funded by the Comprehensive Agrarian Reform Program (CARP). Under CARP, too, five solar dryers were given out to beneficiaries.

In basic services, the Mangaldan Water District (MAWAD), a government – owned and controlled corporation (GOCC) came up with its accomplishment report which dealt with the expansion of its services to different barangays, specifically in the villages of Banaoang, David, Osiem and Guiguilonen. Simply put, it meant that more residents are benefiting from the water service offered by the entity.

While the Municipal Health Office continuously inspect the water supply in the town to assure sanitation and safety, the municipal government has also sponsored the training of food handlers and other food operators working in Mangaldan. The latter was attended by restaurant owners and other food operators doing business in the town. Incidentally, National Food Authority Assistant Manager, together with Mayor Romero and Vice Mayor Bernardo C. Abalos, inaugurated two Bigasan Bayan ni Gloria outlets inside the public market.

                Still on basic services, it may be a genuine cause for elation to know that that the municipality – through the Macayug Homeowners Association – is pursuing its low – cost housing project basically intended for government employees and private employees alike.

                The municipal government likewise lent a helping hand to constituents with employment needs, especially those who would like to work abroad, in coordination with the Provincial Employment Services Office (PESO) and other authorized private employment agencies.

Like the father in the family, he first strengthened the relationship among partners in the Legislative Branch and of course the whole working force of the Executive Unit. When trust was established, they all buckled their belt to work.

HIGHLIGHTS OF ACHIEVEMENTS

                Serving 92,000 people from 30 barangays is no easy task but bracing his inner fortitude coupled by the solid backing of the Sangguniang Bayan Members, Mayor Romero chronicled tangible accomplishments as the Best Local Government Unit in the Drug Demand Reduction Program, being recognized as the Best Implementor – Partner  in the Coop Program, being the Top 7 Cleanest Municipality in Pangasinan, Fire Station of the Year Awardee.
               
                Initially, on the matter of purchasing something for the Municipality, a meat delivery van was purchased for the used of income-generating municipal van slaughterhouse, which has class AA Status and one mini – ambulance was acquired through representations with Speaker Jose De Venecia, Jr.

                The Solid Waste Management Program – which implements the Ecological and Solid Waste Management  Act of 2000 (R.A. 9003)  –  was re-launched in the town.  Rehabilitation of the dumpsite in Banaoang was effected, in the process converting it to a controlled dumpsite. This was facilitated by the timely utilization of heavy equipment coming from the provincial government.

                In line with this, 30 pieces of concrete garbage receptacles were constructed or fabricated and installed in conspicuous places in the market area and along main thoroughfares of the Poblacion. Some of these were donated by the owners of Residencia San Jose Subdivision. Corollary to this thrust, lectures on the solid waste management program were attended by municipal employees, school administrators and student leaders in a bid to keep them aware of the importance of the nationwide program.

Various construction activities likewise highlighted the Romero term. Some 70 meters of concrete pipe drainage with two manholes were constructed at sitio Binmolalo in barangay Talogtog to  ease the flow of floodwaters and allow the use of an estimated 75  hectares of farmlands there. The Mangaldan Slaughterhouse was renovated to maintain its Class “AA” status. A concrete and open drainage canal with vendors arcade was put up behind the public plaza stage. One – classroom school buildings were constructed in the Pogo – Palua and Osiem Elementary Schools; and a two – classroom building was put up at the Lanas Elementary School. The  Bantayan Elementary School was repaired and rehabilitated through 2nd Pangasinan Engineering District funds. Other constructions were the Tawi-Tawi road in barangay Bantayan and  the Romero road in barangay Buenlag. Another noteworthy  construction, of course, was the Don Benigno Gubatan Triangle, in honor of the late mayor Atty. Benigno Gubatan, Jr., through funding emanating from the Mangaldan Association of Northern California, under its former President, Mrs. Merle Rabelas. Eight units of deep wells were also constructed or instralled in barangays Guesang, Inlambo, Palua, Talogtog, Bateng, Guilig, Bari and Pogo.

An innovation in the Romero administration was the holding of Community Volunteerism Day every last Thursday of the month. On such days, municipal employees voluntarily do clean-up work in different areas or streets right at the town proper. Barangay officials were not left out in skills improvement for governance as a 3-day skills training was conducted for them through the Department of the Interior and Local Government.

More on community involvement endeavors, the Romero reign saw the extension of the beautification and electrification project of Phase II of the Sangguniang Bayan Drive. Also, 20 units of streetlights were repaired as part of the Phase I rehabilitation of the same SB Drive. Also distributed and planted were some 2,000 assorted fruit seedlings and vegetable seeds through elementary school pupils. Farm equipment like hand tractors and water pumps with complete accessories were likewise acquired via the Comprehensive and Integrated Delivery of Social Services program.

The new world-class PNP - Mangaldan Police Station was inaugurated, with House Speaker Jose C. de Venecia Jr. and Dir. Gen. Arturo C. Lomibao attending it together with Mayor Romero and other officials. This is significant, as the PNP’s top man, Director-General Arturo C. Lomibao, hails from Mangaldan town himself!

Bringing out the best in Mangaldan folks’ skills or capabilities was pursued through a lantern-making contest which was participated in by various Mangaldan barangays. This was sponsored by two of the most active and supportive non-governmental organizations in the town: Young Once Club and Happy Hearts Club, after the project was conceived by Mayor Romero himself. There was also the Mangaldan Choral Concert sponsored for the first time by the Himig A Capella, a group composed of graduating Mangaldan students from local colleges and universities.

The LGU Mangaldan Website was likewise launched at the conference room of the municipal hall in time for the fiesta last 2006, in the process enabling supporters here and abroad to back up their candidates by simply logging in at www.mangaldan.gov.ph a website of its own in Mangaldan!

IN ROADS IN AGRICULTURE

BECAUSE Mangaldan enjoys wide tracts of agricultural lands, one major thrust of the incumbent administration dwelt on various aspects of agriculture. The typical farmer definitely needs help; and the government has not been remiss in giving it to him.

                Technical assistance in this field has been extended through farm visitations, field inspections and result and method demonstrations by efficient agricultural personnel. Technical assistance has likewise been rendered to high value commercial crops (HVCC). Both hybrid and certified palay seeds and hybrid corn seeds have also been procured and distributed to rightful farmers.

                Help has not been confined to palay and corn farming, though. Assorted fruit and forest tree seedlings were also distributed, with the forest tree seedlings invariably planted along the Angalacan River site. Liquid fertilizers were likewise distributed. In line with these, water pumps – some 30 units of the 5-horsepower kind – were distributed, too.

                For individual beneficiaries, ample and authoritative trainings, seminars and demo classes were held. These include farmers’ field schools, mushroom spawn production training, organic utilization training, bamboo propagation training, livestock health care and management seminar and mango production seminar.

                On the livestock front, the local agricultural office provided vaccination, diagnosis and treatment and even de-worming activities. A veterinary mission was actually conducted in barangays Salay and Alitaya.

                Moreover, it will be worthwhile to note perceivable success in the operation of the Mangaldan Livestock Auction Market! The market has admittedly generated big revenues for Mangaldan. To ensure that this modest success is maintained, cleanliness and sanitation – which have been its trademarks – must be ensured. To achieve this, two footbaths were constructed, twin septic tanks were put up, the market were dredged or de-clogged and a power sprayer and a weighing scale were purchased.

                The fishery front was not left out, either. There is a constant promotion of freshwater aquaculture development. In line with this, a fish processing demonstration was conducted, 5,000 tilapia fingerlings were dispersed in the town, aside from 10,000 tilapia fingerlings dispersed on communal water at the Angalacan river. Mayor Romero also reported technical assistance rendered to various fish operators in Mangaldan.

 

ECONOMY, BUSINESS, MARKET THRUSTS

MANGALDAN has been reported in various newspapers as one of only two Pangasinan municipalities eligible to become a city in view of their first-class status as towns with sizable incomes. The other one, of course, is Lingayen – which is the capital of Pangasinan.

                While this tag may indeed be flattering, the thrust is not mainly to work for cityhood but to maintain or protect the reason for earning the top classification. It goes without saying that the town has effected various moves aimed at retaining its financial status. Those that greatly aid the economy have been amply paid attention to.

                The market continues to be a vital income – generating place of the town; but its desirable status needs to be maintained so that it will remain pleasant and acceptable to marketgoers. In line with this, the municipal government under Mayor Romero saw fit to introduce continuous improvements in the area.

                Concrete drainage covers were constructed in the fish section and the roofing or canopy at the northern portion of the market, where the meat and chicken sections are located, was extended. Drainage canals with concrete covers were likewise constructed at the southern part of the town’s market. For the fruit and vegetable sellers, there is an ongoing construction of a two-storey market building for them. As these constructions took place, regular de-clogging and desilting activities, including cleaning up work, were done on the market’s canals.

                Quite markedly, there is a tremendous increase in market revenues, which is something owed to the public. Ergo, they deserve a market whose desirability and acceptability can prod them to continue buying or selling therein, as well as relay to everyone that the Mangaldan market is a place they should see!

                Many business establishments such as gas stations, drug stores like Mercury Drug Store and new Shooping Marts are being constructed.  New CSI Mangaldan will soon be inaugurated in the coming months ahead.

EDUCATION THRUST, SPORTS AWARDS

MANGALDAN definitely cannot be left behind in the educational front as it has collected or attained an high degree of respectability in its thrust. Despite the fact that it is adjacent to what has been known as the educational center of Pangasinan – none other than nearby Dagupan City – the town has manifested advance in education for its residents who have earned various recognitions for feats in the educational field.

                Support to education is not wanting from the government sector under Mayor Romero. There have been continuous constructions and repairs of school facilities, particularly school buildings. Complete sets of Computers were distributed to all public elementary and public high schools through the funds of Speaker Jose C. De Venecia, Jr. It has financially supported students in various seminars and trainings, aside from providing financial and material assistance to pupils and students who represent their respective schools and the municipality in academic and sports competitions in provincial, regional, national and even international levels!

                In fact, there are 31 municipal scholars at present in the municipality and Mayor Romero himself has his own 30 personal scholars.

Assistance has not been limited to individuals who study in schools alone. The Mangaldan National High School was the beneficiary when NFE / ALS Learning Center comfort rooms were constructed. Mayor Romero was also instrumental in the granting of financial and material assistance to parent – teacher – community associations in different schools in Mangaldan.

All these amply prove that education is a major program in the kind of governance existing in Mangaldan today. What is inspiring is that some awards have been reaped by schools in the town. Pupils from the David Elementary School won the championship in the 2005 Regional Science Fair held at the Speaker Sergio Osmena High School, under the investigatory project area. MNHS students also garnered 2nd place in the Regional Philippines Fair held at the Sinait National High School in Ilocos Sur. Notably, the municipal government imparted financial assistance to the delegates who copped the honors for Mangaldan.
                                                                                               
In sports, too, achievements were clearly etched by students.

From the Cherished Moments School, a first year student name Ron Servito and a fourth grader identified as Chino Bernard Vicente annexed the gold medal and encouragement prizes, respectively, when both campaigned in the World Taekwando Hwarang Championship 2005 at Jincheon in South Korea.
 
Still on the martial arts front, Jeffrey P. Clata of barangay Anolid became the gold medalist in the blackbelt senior division in the World Taekwando Hwarang Festival 2005 in Chungcheongbuk-do, also in South Korea.

And as though these were not enough, another Mangaldanian made it a triple whammy when Raysaldo Biagtan of barangay Malabago devastated his foes to capture the title as world champion in the World Muay Thai Grand Prix, a Kickboxing World Title Tournament which was held in Hongkong.

GENERALLY PEACEFUL TOWN

IT IS AN accepted dictum that the peace and order condition or situation in a community dictates its economic boom. What apparently triggers Mangaldan’s economic advancement is the fact that its peace and order state is ideal. Experts will readily agree that the town is generally peaceful – a situation that can only be dreamed of by communities wracked by violence and crimes.

          This situation speaks well  of the fact that no less than the highest  police officer of the land – Police Director General Arturo C. Lomibao – is a native  of the town. In fact, only lately, the PNP Chief donated two speed cops motorcycles for the town.

                In Mangaldan, crime prevention drives are conducted by  the local police station earnestly, regularly and consistently and  deeply anchored in community mobilization. It is this determined drive which has in all probability resulted in a substantial decrease in street crimes. Also to be mentioned here is the fact that police response is quite good, with local cops immediately acting upon reported complaints.

                It is worth mentioning that Mangaldan cops are now working hand in hand with the Municipal Traffic and Safety Office headed by Ret. Capt. Jorge de Vera. We credit the very orderly traffic in downtown Mangaldan to this group.

                Every Monday, regular value formation orientations and police information and education activities are conducted by the PNP, which is likewise persistent in its conduct of pulong – pulong activities in 30 barangays of the town, as well as drug symposia in different schools of Mangaldan.

Through all these peace and order thrusts, it is no wonder that the Mangaldan Police Station was adjudged as the Best Municipal Police Station in Suppy Reduction in the anti – drug campaign, as given by the Provincial Anti – Drug Council and Jaycees International.

For its individuals policemen, the Mangaldan PNP also excelled in its anti-crime thrusts.

                Truly, all these speak well of the kind or type of policemen and policewomen manning the stations that are supposed to give ample protection to the citizenry.

SOCIAL SERVICES GALORE

IN THE FIELD of social services, Mangaldan had a lot to offer under Mayor Romero. Conscious of government ‘s role towards social uplift, the municipal government steadily and steadfastly embarked on various thrusts designed to ease the living conditions of various residents of whatever gender, age or station in life.

           Accomplishment under this area decidedly helped Mangaldanians in various ways.  Just consider this : Mangaldan is serving 74 kids from poor families who fall under the children with disabilities (CWDs) category.  This is done through the Breaking Barriers for Children (BBC), a project which is jointly undertaken by the Katipunan ng Maykapansanan sa Pilipinas , Inc.(KAMPI) and the Danish Society of Polio and Accident Victims, a non- profit organization which aims to uplift the situation of poor Filipino children aged from 0 to 14 years who have various disabilities.  They are housed at the Mangaldan Infirmary.

           There is more!   Mangaldan has been consistently implementing the older persons welfare Program, wherein it assisted thousand of elderly in so many ways – including the issuance of 1,205 senior citizens  (OSCA) identification cards. It has also sponsored supplemental feeding activities to moderately and severely underweight pre- schoolers in the town.

           Still on social services, the local government under Mayor Romero provided day  care services to 1,136 active pre-school children; educational assistance to out-of- school youths; financial or material assistance to support individuals who wanted to return to their place of origin in the “Balik Probinsya” program of the DSWD; and the livelihood assistance program of the DSWD, better known as the Self-Employment Assistance Program.  A practical skills development program for bamboo craft, tiklis-making and mushroom production was likewise implemented, also with the end in view of providing more skills to individuals for their livelihood thrusts.

           The Philhealth program was likewise implemented by the local government and, under it, 1,000 new family-beneficiaries were listed down. This meant a total of 15,650 new qualified dependents included in the program.

HEALTH IS WEALTH!

SOMEHOW, many believe that a healthy citizenry connotes a healthy economic development, as genuine economic development necessarily brings about a healthy citizenry.

             Seemingly, this line is buttressed by the situation prevailing in Mangaldan. Virtually no stone has been left unturned in the municipal government’s quest for an ideal condition for the health of the community via a citizenry that has a sound mind in a sound body. Health thrusts have been pursued relentlessly under the present dispensation.

             Various health-inclined or health-oriented activities have been implemented in Mangaldan and there is seemingly no let-up in the drive to come up with robust or sturdy citizens of the town who elicit proud pictures of what the Filipino citizen should be!

                The New Rural Health Unit II Building was inaugurated last October 2007.

                Inevitably, when health concerns are mentioned, one always gets the idea of medical missions – those stints wherein  doctors and nurses give medical service for free to scores of the community folk, especially in the remote villages. Indeed, medical  missions were undertaken by (1) the Lyceum Northwestern University in barangays Inlambo, Lanas and Maasin, (2) the local government unit of Mangaldan, with the Philippine Charity Sweeptakes Office as co – sponsor, in barangays Buenlag, Pogo, Palua, Anolid and Gueguesangen; and (3) the Knights of Columbus and PNP Director General Arturo C. Lomibao as co – sponsors in barangay Poblacion.

For teeth protection, a dental mission was conducted at the Mangaldan Community Infirmary.

Then, there were other forms of health-related activities, like bone screening with Caltrate as co – sponsor, fat analysis with Roche as co – sponsor, BCG for Grade I pupils and Operation Tule with the Rotary Club of Mangaldan at the forefront.

Recognizing the role mothers play in health and hygiene, Mother Classes were conducted in cooperation with the Lyceum Northwestern University. In this activity, nursing students from the university ably conducted health and family – related classes to mothers in various barangays quite remote from the Poblacion, like Alitaya, Buenlag, Guesang, Guilig, Landas, Macayug and Salaan.

                The dream of a truly healthy Mangaldanian lives on!

AGRARIAN AND BASIC SERVICES

AGRARIAN reform thrust and basic services for the people scored high in Mayor Romero’s list. Basic services were not left behind, too. These are “must accomplish” thrusts in governance.

Basically, under Mayor Romero, the strengthening of farmers’ cooperatives to benefit agrarian reform beneficiaries was pursued. Also conducted was a techno – demonstration on bio – organic preparation and adoption, which was pursued in so – called Agrarian Reform Communities (ARC) and non – ARC barangays of Mangaldan.

Likewise provided to the people were various infrastructure projects like the rehabilitation of eight kilometers of farm – to – market roads, as funded by the Comprehensive Agrarian Reform Program (CARP). Under CARP, too, five solar dryers were given out to beneficiaries.

In basic services, the Mangaldan Water District (MAWAD), a government – owned and controlled corporation (GOCC) came up with its accomplishment report which dealt with the expansion of its services to different barangays, specifically in the villages of Banaoang, David, Osiem and Guiguilonen. Simply put, it meant that more residents are benefiting from the water service offered by the entity.

While the Municipal Health Office continuously inspect the water supply in the town to assure sanitation and safety, the municipal government has also sponsored the training of food handlers and other food operators working in Mangaldan. The latter was attended by restaurant owners and other food operators doing business in the town. Incidentally, National Food Authority Assistant Manager, together with Mayor Romero and Vice Mayor Bernardo C. Abalos, inaugurated two Bigasan Bayan ni Gloria outlets inside the public market.

                Still on basic services, it may be a genuine cause for elation to know that that the municipality – through the Macayug Homeowners Association – is pursuing its low – cost housing project basically intended for government employees and private employees alike.

                The municipal government likewise lent a helping hand to constituents with employment needs, especially those who would like to work abroad, in coordination with the Provincial Employment Services Office (PESO) and other authorized private employment agencies.

TECHNOCRATS’ DESTINATION

VIS – A – VIS these development thrust and sincere efforts in effecting real public service, it is quite noticeable that – in all probability – Mangaldan has become known to people in other territories. They have, in one way or the other, heard much about the advances made by the municipality in the fourth congressional district of Pangasinan.

                This must be the concrete reason why other LGUs and groups from other places have opted to learn something about the style of governance in Mangaldan. And what other effective way can they achieve this than by going to the town itself and observe, inquire and absorb everything about the formula or method employed by the municipal government in attaining those modest feats?

Perhaps, it is in this light that health and population personnel from Laguna province came all the way to Mangaldan in June 17 last year purposely to learn about Mangaldan’s health and population program – especially its active participation in adopting policy reforms toward the achievement of family planning contraceptive self – reliance (CSR).

Government officials and employees from the province of Quezon likewise came over in their desire to be briefed exhaustively about Mangaldan’s thrust in agriculture. And then, seeking to know more about Mangaldan’s model slaughterhouse, a number of treasury and slaughterhouse personnel from the municipality of Moncada in Tarlac province also came to visit the place.

Mangaldan also played host to the Pangasinan PNP 4th District Conference for the second consecutive year.

Through all these tacit recognitions of Mangaldan’s acceptability by people from outside its perimeters, it will be noted that, from the local front, the town likewise enjoys support from within. The municipal government has actually been receiving full support from NGOs and other agencies – which is clearly and indubitably a mark of a strong leadership mien of the local chief executive, as well as a healthy and durable partnership with organizations or associations outside the government.

Consider these developments:
 
                The LINK – which stands for Lingap Ng Kabataan – donated 10 units of nebulizers, three units
of sphymomanometer (digital), two electric fans and two pairs of crutches. The local Rotary club recently donated
 three weighing scales. The Young Once Club and the Happy Hearts Club sponsored  the Lantern-Making Contest. It must be emphasized that these twin groups have never stopped donating various items and supporting local government projects and activities. Other groups are equally generous in their assistance to endeavors of the municipal government, of course.

                The Mangaldan National High School’s Class ’81 also entered the picture during Mayor Romero’s term. Through the Department of Social Welfare and Development, the group coordinated with the town government on a gift – giving venture where some 500 family heads who are dubbed as indigents benefited from items the class brought and distributed.

AWARDS AND INCENTIVES

NECESSARILY, those who toil deserve some kind or form of reward. Fruits of their labors, so-called. Recognition of some kind to serve as inspirations or prodding items for them to do more and achieve more. After all, those who had worked hard  rightly deserve to be recognized. They earned such awards and one should begrudge them for receiving such.

           Obviously in recognition of his role in piloting his town to enviable heights of development and public service, Mayor Romero was invariably cited by various groups. He received so many citations and certificates and plaques from various groups and movements.

           What definitely  stand out , however, are the mayor’s awards as  ‘Outstanding Mayor’ award from the Department of Education in Region I for four straight years from 2004 to 2007 for the town’s Alternative Learning System (ALS), thus resulting in his being a 4-Star Awardee in the DepEd in the Ilocos Region; and the Gawad Paglilingkod Award from the PPO in 2006.

Another one as Local Chief Executive Awardee in the province of Pangasinan during the Fire Service Recognition Day in 2004. And on December 15, 2005 DOLE Region I has awarded a Certificate of Appreciation to Mayor Hermie Romero in recognition of his unwavering commitment in promoting full access through the efficient and effective operation of the Public Employment Service Office (PESO) in the town of Mangaldan.

            Mangaldan itself was not wanting of awards for its  inroads and achievements in different fields. The town was cited as the 5th Cleanest Municipality in Pangasinan in 2004; the Best Local Government Unit in the Drug Demand Reduction Program in 2004 to 2006 as recognized by the Pangasinan Anti-Drug Abuse Council and the Jaycees International; the Best Implementor-Partner in the Cooperatives Program in 2004; the Most Supportive LGU to the IPU-Kasakalikasan Program in 2004 and 2005; Fire Station of the year in 2004; the Best PNP-Women and Children Protection Desk  in the rural or municipal category in 2005 for the Police Regional Office I; and the 7th place in the provincial Nutrition search  for Outstanding Municipality in 2005.

The   town   reaped   honors   as   the  Best PNP Station in Pangasinan in 2007, as awarded by NAPOLCOM  Region I;  Top  2  Cleanest Municipality in the province in 2006; Best Police Station in Supply Reduction in the Anti Drug Campaign in 2006; Best MAIDSOTG (Class A Municipal Category) in 2006.

MARCHING ON TODAY

                Riding on from the scores of early victories during his first term, Mayor Romero didn’t passively rest on his laurels.  Instead, he doubled his industry,dedication and commitment.  He too, always relies in the blessing of Divine Providence.

                From time to time, in good hands with fellow public servants the marching on to the twin roads of success and development lives on in Mangaldan.

Being remiss in his duties is something that Mayor Romero can never be accused of. The man is a live wire when it comes to public service. He has been in the game for so long and he has never faltered in his interpretation of the phrase “genuine public service”. He knows public service well, like the palm of his hand. He has been there for so long and his climb to the mayorship has afforded him with more opportunities to serve.

Likewise, Mayor Romero has also amply illustrated the beauty of service to the people via a strong partnership with groups that also find bliss in serving their fellow Mangaldanians. Such thrust yields positive results, as can be gleaned from partnership in service with non-governmental organizations, balikbayan groups and other entities.

Embracing and welcoming their help has resulted in various sterling accomplishments – all redounding to the benefit of the town. These include the construction of trellises both at the southern part of the plaza by the family of Don Marcelino Biala and at the northern part of the same plaza by the Happy Hearts Club; the landscaping at the back portion of the Rizal Park by the Young Once Club, Inc.; the renovation of the Rizal Monument through donations from Don Eduardo Datuin, a lawyer, and Doña Fe Tolentino Datuin, their children and Mangaldan residents of Australia; and the newly renovated Mayor’s Gate by the Mangaldan Association of Northern California.

Definitely, these heartwarming developments demonstrate or prove that partnerships can accomplish much. But this does not end there! Other organizations or groups – both based in Mangaldan or abroad –have also given  ‘gifts’  to  their  beloved    town.   The  list   includes constructions, donations and other services all for Mangaldan’s enhancement.

These include the construction of both the imposing Don Benigno Gubatan Triangle and the Gazebo by the Mangaldan Association of Northern California in the United States; the unique Wishing Well by the Mangaldan Association of New York, New Jersey and the Eastern Region in the USA; beautiful concrete tables and benches by both the MARETAS and Mangaldan National High School (MNHS) Class ’56; and a sturdy waiting shed at the left side of the Mayor’s Gate and another Gazebo by the Happy Hearts Club; the cozy four (4) rectangular con-   crete picnic sets  from  the Joggers &  Walkers Club (See left photo).

A superb landscaping was introduced in front of the Rizal and Bonifacio monuments by the MNHS Class ’56. Too, a number of Mangaldan families and other individuals with open hands – like Mr. and Mrs. Loreto Soriano, Mr and Mrs. Mark Viegelmann and Mr. and Mrs. Daniel Bonnet - donated various needs of General Services Office  personnel. Other balikbayans, families and individuals also registered their donations for various barangay projects and needs throughout the town. To name a few, we have Dr. Melchor Carbonel who donated a School Clinic, Dr. Norma Costes Ferrer who gave an H.E. Building and the Mangaldan-Illinois USA (MIUSA) which donated a School Gate, all in David Elementary School. While, for their part, Mr. and Mrs.  Daniel T. Umipie  of  Texas,  USA  keep on sending books,    journals   and    other   reading   materials   to   our municipal library.

Truly, the   picture   of   partnership,   oneness   and cooperation among people of the municipality was clear, obvious, intense and truly rewarding. It was unity in motion under the leadership of Mayor Romero. He fits the position to a ‘T’. He has truly found himself in the right place; and it was another author, Pearl Bailey, who said “You never find yourself until you face the truth.”

And to think that the above-mentioned honors are but the surface of an accomplishment-laden or achievement-filled list for the indefatigable town executive possessing an aura of patience, gentle manners and amiable  feelings – together with his fellow town officials who have shown enviable cooperation whenever the welfare of Mangaldan is concerned!

                Evidently reported by the Hon. Mayor Herminio A. Romero,           “We inaugurated the Slaughterhouse Supervisor’s Office and the 2nd storey concrete passageway connecting the new municipal Building with the Presidencia Municipal Building. The newly renovated Mayor’s Gate at the Town Plaza was turned over to the municipality by its donor, the Mangaldan Association of Northern California (MAONCA) thru Mrs. Ditas Palisoc-Sarzaba. Also, the Leisure Park at the northern part of the Plaza was turned over by its donor, the Young Once Club thru Mrs. Amalia Caluza. 

                Our constituents have been recipients of various worthwhile projects and stuff by our generous kabaleyans and benefactors. Our street sweepers were given uniforms by Mr. and Mrs. Loreto Soriano. The Department of Trade and Industry through Dir. Peter O. Mangabat has turned over to us a Service Facility for the Association of Meat Entrepreneurs in Mangaldan. For their part, Cdr. and Mrs. Douglas B. Biala have donated one (1) unit of Ammo Reloading Machine and Law Enforcement Magazines to our PNP men and women under the command of then COP Lloyd R. Millan, CSEE.

                Glucometer kits were distributed for diabetic patients by Drs. Amor and Diana Lomibao and Ms. Lanie Maron during the Medical Mission which they have sponsored in cooperation with the Mangaldan Association of New York/New Jersey and the Eastern Region (MANYJER). Veterinary medicines/vaccines were turned over by the Department of Agriculture, Region I to our municipality, which we have used in our Veterinary Missions in various barangays.

                We could also recall that the best part of the 2008 Town Fiesta was the flocking over by Balikbayans to our beloved town during the first-ever LGU Tour for Balikbayans. They were all amazed to see how Mangaldan has changed and transformed into a beautiful place they could proudly call their hometown. Their promise of returning home again very soon is very heartwarming.

                However this great momentum was cut short by typhoon “Cosme,” which devastated 80% of Mangaldan and leaving an estimated total damage of Php 201.67 Million in agriculture, public school buildings, other infrastructures and private houses; two deaths and 13 injured persons. Mangaldan was in complete darkness and was out of coverage area for several days.

                In September, we heard the appalling news about the turning point. The global economic crisis is for real…British economy is shrinking. U.S. big banks and once-strong companies are in the verge of collapsing. Gulf states are also hurting hard. Slashing of jobs here and abroad is unprecedented. Even U.S. President Barack Obama is afraid such crisis may turn into a catastrophe if not managed fastidiously. Now we all ask the same question: “Where do we go from here?”

                Well at least, in Mangaldan we know where we are, thus we know we will go yonder. We are hopeful of sustained stability in various spheres of municipal development. Our hopes spring largely from the fact that we were able to lay foundations that augur well for our town in good and bad times. Together, we shall meet the crisis head-on.

                Our confidence is never shaken because our people provide us the safety nets. Our townspeople have time and again shown resiliency and guts to meet every challenge and surmount all trials. We are then rightfully defined in our town fiesta theme: “Audacity of Hope,” obviously because we have audaciously risen up and move forward even to a higher ground.

                To prove my words, let me humbly detail to you our other modest accomplishments for the year 2008:

  1. ALERTNESS IN TIMES OF DISASTER. The day right after typhoon “Cosme”, we immediately instructed our municipal social welfare workers to purchase canned goods and groceries and have them distributed to the affected families.  A total of 9,358 relief goods were doled out.  Shelter was also one of the most immediate needs of our constituents whose houses were totally blown down. Thus, rehabilitation of blown-down houses were prioritized.  After proper validation, a total of 15,597 GI sheets (8,500 pcs. of 8 ft and 7097 pcs. of 10 ft) and 6,834 pcs. of 2”x2”x10” lumber were distributed equally to all barangays of Mangaldan.  The GI sheets were received from the National Disaster Coordinating Council through the Department of Public Works and Highways while the 2”x2”x10” lumber is funded by Congressman Jose de Venecia Jr.

    Many have helped in rehabilitating our town. Lt. Col. Ma. Lucrecia Mir headed the distribution of relief goods to Brgys. Pogo, Salaan, Palua and Nibaliw; while, Col. Pedrito Presto, Jr. had supervised the clearing operations of the said barangays. Other donors were ABS-CBN Sagip-Kalinga Project, Shoe Mart (SM) Foundation, the Filipino-Chinese Chamber of Commerce (Pangasinan Chapter), Sen. Manny Villar, Sen. Edgardo Angara, Makati Mayor Jejomar Binay, and a lot of unsung heroes came to help that we cannot thank enough. Of course, we are grateful to the Mangaldan Association of Vancouver, Canada, thru the initiative of Marie Aquino Junio and Ramona Lopez Tan for donating relief packs. And how can we forget the four (4) houses built by MAONCA in Barangays Bantayan, Bateng, Salay, and David. And the financial aid sent by the MANYJER.
  2. ECOTOURISM. We have transformed the public plaza into an ecotourism park, which showcases eye-catchy charm of life and nature, a relaxing atmosphere for fun, picnics and fellowship under the shade of greenery. This great ecotourism park is a picture of life and environment as it features the famous KC de Venecia waterfalls, a wishing well, two gazebos, trellises, picnic tables and benches.  It is a convenient venue for family outings and a perfect place for cultural entertainment and other events. More and more children enjoy playing under the shade of green trees because more play apparatuses are provided. A medium-sized playhouse which caters to children aged 4 to 10 years old is acquired.  It is supported with square pavement to provide safety to playing kids.  Additional 4 swings, 2 hanging bars, 4 seesaws and 2 slides are also provided inside the park.
  3. INDUSTRY AND DEVELOPMENT. Growth and development in infrastructure projects determines the economic power of a certain local government unit. This is substantially the reason why more and more stakeholders are attracted to invest in our first-class municipality. Mangaldan is gratefully blessed as it generates greater and greater revenues year after year with 16.56% increase in total income for calendar year 2008 compared to CY 2007.  Revenues from major collections and rentals in our public market alone increased by 14.37% and collections from business taxes and licenses increased by 16.99%. Our town also showcases the 3,850 square meter Class “AA” abattoir accredited by the National Meat Inspection Service.  It also generates large amount of revenues playing a significant role in the fast growth of meat industry in our town and consequently extending its service to neighboring towns.
  4. DEVELOPMENTS IN INFRASTRUCTURE. Growth in our local economy has resulted to a better standard of living which had consequently provided better services meeting the population’s basic needs and demands. Major infrastructure projects are given priority and immediate action.  Topping the list of our accomplishments in infrastructure projects are the following:

      Construction of Multi-Purpose Building in Barangay Macayug
      Construction of Barangay Hall in Barangay Lanas
      Construction of Multi-Purpose Bldg. Phase V at Mangaldan Nat'l. HS
      Concreting of Farm-to-Market (FMR) in Barangay Tebag,
      Concreting of FMR in Gotoc farm in Barangay David
      Construction of FMR in Barangay Salaan, and
      Completion of FMR in Barangay Osiem
      Completion of Drainage System along Duyala St.

These infrastructure projects were of course made possible through the funding support from Congressman Jose de venecia, Jr. The local government has also performed some upgrading, expansion and improvement at the Mangaldan Public Market, Slaughterhouse, MYDC and Material Recovery Facility (MRF).

  • SUPPORTING BARANGAY PROJECTS. Financial assistance and construction materials were also extended for school and barangay projects.  In the different schools including Day Care Centers of the entire Mangaldan, the local government has extended aid for the improvement of classrooms, school stage and others.  Tables, chairs, ceiling fans and other furnitures and fixtures were also provided for the classrooms. In the different barangays of our town, financial assistance is extended to the construction and repair of barangay halls, declogging of canals, purchase of mixed gravel to fill up barangay roads, installation of deep wells and reinstallation of barangay streetlights damaged by typhoon Cosme last May 17. The punong barangays are also assisted in their proposed projects such as construction of multi-purpose buildings, concreting of FMR and other projects by endorsing their needs to concerned offices.
  • EMPLOYMENT AND PRODUCTIVITY. In our local government’s thrust to provide employment for Mangaldan constituents, the municipal Public Employment and Service Office (PESO) conducted several jobs fair and interview of applicants in cooperation with several employers. The PESO office likewise conducts career guidance and orientation to graduating public schools seniors in order to aid them in choosing the right career path for possible employment. Job opportunities were disseminated in the barangay and in offices during LIGA/ Association of Secretaries meetings.  Qualified applicants were endorsed to the PGMA/TESDA/JDV Scholarship for Technical Vocational Courses where 45 Mangaldanians got slots in the various TECH-VOC courses offered.  Qualified scholars were also endorsed to St. Thomas Aquinas School and Instituto Centro Asia particularly for caregiving and practical nursing courses. Livelihood opportunities are also offered by the local government to our indigent constituents who do not have enough capital to finance their prospective business. This will help our constituents become productive citizens and consequently improve their lives. 
  • SPORTS AND RECREATION. One of the programs of our local government is to organize and support sports for the youth and other sectors. The local government financially supports basketball tournament, cycling and other sports and recreational activities organized by Sangguniang Kabataan Federation of the entire Mangaldan.  Financial assistances are extended for the purchase of uniforms, sports materials/ gadgets and other expenses. Last September, we have organized the first-ever Mayor’s Cup Cycling Classic and the Pedicab or “Indipakit” Race.  A total of 74 cyclists joined up the 126-kilometer cycling competition and a total of 48 pedicab racers occupied the roads to conquer the challenge. Still ongoing is the Inter-commercial Invitational Basketball Tournament which is participated by different teams from the business sector and the Pedicab Racers Basketball Tournament which is participated by 9 teams composing of pedicab operators and drivers in our town.
  • AGRICULTURE. Since 2004 we always make it a point to annually distribute fruit and forest tree seedlings to our constituents and to the different schools in our town. Last year, a total of 4,138 fruit trees, 4,000 forest trees and 200 ornamental herbal plants were distributed to the different barangays and schools and various national and local offices of our LGU. Thus, right after the typhoon “Cosme” fallen trees were immediately replaced throughout the town. We also found partners in this endeavor through the students of Lyceum-Northwestern University, University of Pangasinan, and the Colegio de Dagupan and some concerned citizens of various non-government and government organizations.

 

Likewise, the local government intensely encourages increased productivity in rice and corn production.  To help farmers increase their production and accordingly earn more, the municipal agriculture office has extended fertilizer subsidy benefitting 3,748 farmers in Mangaldan. They were provided technical assistance on High-Value Commercial Crops (HVCC) such as mungo, peanut and sweet potato.   They were also provided with other agricultural input, to wit: 200 cavans of Hybrid seeds, 200 packs of vegetable seeds, 113 bags of organic fertilizers. Furthermore, sufficient irrigation and pest prevention and control are also granted to our farmers.
In livestock industry, veterinary mission are conducted in Brgy. Osiem, Macayug, Guesang and Palua.  This includes the vaccination, diagnosis and treatment and deworming of animals.

  1. AGRARIAN. The municipal agrarian office continually help our constituents in their agrarian concerns by settling 52 cases of Agrarian disputes like ejectment, harassment, non-payment of rentals to landowners and amendment of agricultural leasehold contract. It has also assessed 166 tenants and landowners their certification to transact business at NFA Palay Buying Stations.
  2. WASTE MANAGEMENT. Cleanliness and sanitation is a primordial concern of every community of a first class town like Mangaldan, thus, we have undertaken the following: Renovation of Material Recovery Facility in Brgy. Guilig.  We purchased a shredding machine to compliment our waste segregation and recycling campaign to reduce the volume of biodegradable wastes, promote the use of its output as soil enhancer and to generate revenues for our municipality. There was an intense implementation of the municipality’s solid waste management program, in coordination with DILG, DENR and the LIGA ng mga Barangay.  A two-day training seminar on waste segregation was conducted among 6 selected barangays namely: Brgy. Anolid, Banaoang, Bari, Guilig, Poblacion and Malabago. And, there was a continuous information education campaign (IEC) on all sectors of the society on proper waste segregation, reduction, reuse and recycling. These steps were undertaken to protect our environment and maintain ecological balance to make our environment a wholesome and ideal place to live in.
  3. SISTERHOOD PACT. Another historic event happened in Mangaldan when we signed a Sisterhood Agreement with the City of Makati represented by Mayor Jejomar C. Binay. The Agreement is aimed at pursuing and implementing the common goal of economic and community development, trade and industry promotion, education and sports development, environmental protection, health and social services, community planning, promoting tourism, exchange of arts, culture and technology, and others.
  4. MOST OUTSTANDING MAYOR. In all humility, may I share my 5th Eagle Award from DepEd Alternative Learning System (ALS) as ‘Most Outstanding Mayor’ to all of you my beloved constituents, especially to our young citizens who need to be educated for education will always be your secret to empowerment and success.

           Notwithstanding our breakthroughs in various development fronts, much remains to be done. Let us then continue working harmoniously so that our town will continue to rise to greater heights.
