For two consecutive years, the municipality of Mangaldan under the leadership of Hon. Mayor Herminio A. Romero has been awarded as the Cleanest River (Municipal Category) in the entire province of Pangasinan.
Recently, the 2010 PAKAR Awards was held at Barangay Bañaga, Bugallon in line with the Search for the Cleanest River/ Riverbank and Simultaneous Tree Planting in Bugallon and Lingayen. With the theme, “Malinis ya Kailogan, Bilay na Karaklan”, this event is being conducted every year in celebration with the Pista’y Dayat and with the advocacy, “Ilog Ko, Bilayen tan Aroen Ko.
The celebration was attended by officials from the different municipalities of Pangasinan led by Gov. Amado T. Espino, Jr. and Hon. Remilio C. Atabay, Regional Technical Director for Forestry, DENR Regional Office I, as the Guest of Honor and Speaker of the programme. Moreover, besides the awarding of the Cleanest River and Riverbank, the awarding of Banca Parada (Best Fluvial Float), On-the-Spot Amateur Essay Writing and Painting Contest and Kayak Competition were done during the event.
Mayor Romero, SB Officials and the rest of the entire officialdom of Mangaldan expresses their deepest gratitude and appreciation to all the people who had helped in supporting this activity.

PROJECT TITLE:ILOG KO, BILAY KO TAN AROEN KO
BRIEF SITUATIONER:
The town of Mangaldan is endowed with rich aquatic resources. Considered potential resources of the town for eco-tourism activities are the four (4) major River systems in the municipality. Foremost is the Angalacan River, a tributary of the Bued River, along the eastern portion of the town and is about ten (10) kilometers in length. This river covers 12 barangays namely Guesang, Osiem, Landas, Navaluan, Embarcadero, Nibaliw, Tebag, Salaan, Palua, Pogo, Macayug and Inlambo.
Second is the Old Mangaldan River which is about seven (7) kilometers long going north covering eight (8) barangays namely Poblacion, Salay Tebag, Salaan, Palua, Pogo, Bantayan and Bateng.
Stretching on the southwestern portion of the town lies the Paldaquit River composed of five (5) barangays namely Alitaya, Anolid, Maasin, Lanas and Talogtog. Manguiragday River covers barangays Talogtog and Bateng. These two rivers are considered as natural boundaries between Mangaldan and Dagupan City.
The Municipality of Mangaldan has been awarded as the Cleanest River in Pangasinan during the 2009 and 2010 PAKAR Awards given by the Provincial Government last April 25, 2009 and April 30, 2010, respectively.
RATIONALE:
Our four rivers namely Angalacan River, Old Mangaldan River, Paldaquit River and Manguiragday River are part of our natural resources. We benefit from them.These rivers are major sources of aquatic resources for livelihood among our townfolks thru fishing and a source of water for agricultural purposes.
Likewise, these rivers become threats in our midst when not properly taken cared of. Specifically, when the Angalacan River overflows during long and heavy downpour of rains coupled with typhoon, floodwaters destroy public and private properties like infrastructure, agriculture, school properties, and residential houses.
As we are faced with many challenges on environmental problems e.g. climate change, we have to respond with resolute will to do our best for the maintenance of a cleaner and functional River System.
Our natural resources are our potent sources of blessing providing jobs and keeping livelihood alive. It is then imperative that all serious efforts towards preservation, protection, conservation and wise utilization of these Nature’s gifts must be addressed.
OBJECTIVES:
1. To conduct periodic dredging of the existing river
systems in Mangaldan.
2. To institutionalize the preservation, protection
and conservation of our environment thru our
River Systems via implementation of
various plans and programs.
3. To conduct massive tree planting activities along
the Angalacan River (Angalacan Earth Dike) and in
all other embankments in our river systems to
prevent erosion and flooding.
4. To institutionalize partnership with all other
stakeholders – Municipal and Barangay Officials,
barangay residents, NGOS, POs, Civil Society
Organizations (CSOs), Private Sectors as well as
National and Provincial government and private
entities for the protection of our River Systems.
5. To conduct continuous monitoring and evaluation
on the progress of the program.
DEVELOPMENTAL EFFORTS: I. INFRASTRUCTURE DEVELOPMENT
a. Dredging of Old Mangaldan River from
Poblacion, Banaoang, Salay, Tebag, Salaan,
Bantayan, Talogtog, Bateng and Pogo.
b. Restoration/Rehabilitation of Angalacan Earth
Dike (from Embarcadero, Nibaliw, Salaan,
Palua and Pogo)
c. Dredging of Angalacan River, Manguiragday

d. Rip rapping of river’s embankment

MANGALDAN GARNERS FIRST PLACE IN THE 2010 REGIONAL LITERACY AWARDS By: Fatima Ross E. Perez, OMP DC Staff
This year has been a fruitful year to the entire officialdom of Mangaldan. The municipality was declared as the Regional Winner for the Most Outstanding Local Government Unit Category A (1st Class Municipality) during the search for 2010 Regional Literacy Awards by the Department of Education Region I.
As such, the municipality shall be the official entry of Region I to the next and higher level which is appropriately called the 2010 National Literacy Search and Awards for the same category (Most Outstanding LGU-Municipal Category A). In this regard, the Local Government of Mangaldan shall stand in competition with other regional winners in the entire country under the same category for the National Championship title.
Under the Most Outstanding LGU- Municipal Category A, Mangaldan competed with the Municipality of Calasiao which ranked first and second respectively.
Mangaldan, being the education center in the Fourth District of Pangasinan II, promotes literacy continuing education, lifelong learning activities and non- formal education or the so- called Alternative Learning System (ALS) which helps and assists out-of-school youths and adult learners develop their strengths and stimulate their work habits and skills.
With this good news, Hon. Mayor Herminio A. Romero extends his gratefulness and appreciation to all the people who rendered their help and support for the literacy advocacy of the municipality.

MAYOR ROMERO NAMED BFP NATIONAL AWARDEE BY: Ruel C. Camba
MANGALDAN….. Only a few months after assuming his seat in 2009, Mayor Hermie A. Romero was named awardees during the Fire Service Recognition Day.
On August 11 this year, he was again named one of the national awardees during the celebration of the 18th anniversary of the Bureau of fire Protection held in Quezon City with DILG Sec. Ronaldo Puno presenting the award.
Chief Superintendent Nimfa C. Cuartel, deputy BFP chief for administration, said Mayor Romero has been very supportive of the various programs and activities of the agency, particularly in Mangaldan.
She said the award is given to organizations and individuals who have made significant contributions “ to advancing the cause of five services during the current year.”

Excitement filled the air, faces were lit up and warmth applause was heard when the ABS-CN van entered the school premises.
This was what the schoolchildren of Buenlag Elementary School have shown during the Educational Television Donation Turnover Ceremony at the multi-purpose hall last June 22 as the school received the ETV through the generosity of Kalayaan Chicago for and in behalf of Miss Abigail Chloe Cariño Longsworth, crowned as Miss Kalayaan Manila Philippines USA (2009) during the celebration of Araw ng Kalayaan on July 11 in Chicago Illinois, USA.
“Receive the gift of life, the gift of education, for this ETV package will certainly help you enhance your learning in the classroom,” underscored Program Director of E-Media Zen Dimalanta as she gave a brief background on ETV.
Dimalanta related that the ETV package has improved the National Achievement Test (NAT) results of the second utilizing ETV as manifested by one public school in Iligan City who ranked from 27 to number 2 and hopes that the pupils of Buenlag will also improve in terms of test results.
The ETV package consists of 21 teacher training video which aims to teach teachers on how to integrate effectively the educational shows in the classroom teaching.
Mangaldan Mayor Herminio A. Romero, in his special message, expressed his support to school and likewise stressed his gratitude to the foundation and to Miss Longsworth, who was represented by her first cousin John Henry C. Lambino, for the kindness she extended to the pupils of Buenlag.
Longsworth is the daughter of Mrs. Marilyn Cariño-Longsworth and the niece of Fr. Salvador G. Cariño, both alumni of BES.
AFI has already distributed 8,000 ETV infrastructures to the different public schools of the Philippines and dreams that the rest of the 32,000 public schools entire the archipelago will also be given this gift.
The turnover event was attended by the PTCA officials led by its president Ret. Col. Adelio S. Amansec, Buenlag Brgy. Council, parents, community people, and TV Patril Northern Luzon Filed Reporter France Noguera who covered the said event.
Grade I-II pupils staged a dance number to show their appreciation of the package.

In connection with the recent distribution of Philhealth Cards at the MYDC last July 20, Cong. Jose de Venecia also presented to Mayor Herminio Romero a P300,000.00 check for the improvement of the ventilation and sound system of the MYDC, a special love project of the Congressman.

Seriously addressing the evils of drug addiction, the Municipal Anti-Drug Abuse Council of Mangaldan (MADAC) conducted a 2-day orientation training last May 19-20, 2009 at the Senior Citizen’s Building with the primary goal of informing the general public of the monstrous effects of drug abuse and related drug cases.
MADAC Chair, Outstanding Mayor Herminio A. Romero expressed his concern for the young people and strongly urged everyone to cooperate in the prevention, cure and most especially to end all forms of drug abuse.
On the other hand Vice Mayor Atty. Pedro A. Surdilla Jr. reiterated that the training was a useful ground in gaining first hand information in protecting children, teenagers and elders from the influence of drug abuse and to arrest and punish drug pushers and users.
Pool of resource speakers included Atty. Marvin O. Tavares and Mr. Bismarck L. Bengwayan from the Philippine Drug Enforcement Agency Regional Office 1 (PDEA RO1; C/Insp. Froilan B. Lopez, Action Officer of Provincial Anti-Drug Abuse Special Action Group (PAID SOTG); Mr. Domiciano N. Soriano Jr., Provincial DILG Director; Ms. Jocelyn P. Soriano from DSWD RO1 and Municipal Councilor Hon. Atty. Joseph Emmanuel B. Cera.
Topics discussed were:
The Comprehensive Dangerous Drugs Acts of 2002, other laws and penalties related thereto;
The presence of identified drug lords and presence of shabu laboratories and plantation for some parts of the country;
Underlying causes and ill effects of drug abuse and the public is encouraged to report all drug abuse and the public is encouraged to report all drug abuse-related cases to PDEA;
The role of Punong Barangays and SK officials in fighting drug-abuse; and
The comprehensive definition of rape and the laws and penalties related thereto; and RA 9344 a.k.a. the Juvenile Justice and Welfare Act of 2006.
The success of the orientation training rested upon the joining hands of all members of MADAC, the participants composed of local officials, Punong
Barangays, Sangguniang Kabataan (SK) Chairmen, school representatives and NGOs. Surely, the relevant output gained from the training will be of advantage in winning the battle against drug abuse particularly in Mangaldan.

Salay Elementary School

Salay Elementary School have a total enrolment of 492 pupils from grade I -VI and 50 pre-school.
Salay ES have already organized a drum and lyre with 29 members but still we lack the base drum.
The feeding program was sponsored by the senior citizens of Salay spearheaded by Kgd. Biala, they donated Php 900.00 for the "One Kilo of drumstick chicken a month Project" the beneficiaries are the severly undernourished and waisted pupils. Thanks to our Senior Citizens. Let us care for our children. Please join in this project.
The oath taking for the new sets of PTA officers headed by Mayor Romero, the new PTA President will be on July 27,2010. Kgd. Quinto is the new President for School Governing Council.
The Alternative learning System under the Project R-O-M-E-R-O (Revitalizing OSY's ( knowledge, Values, and skills) for the Meaningful Entrepreneurship and Realistic Opportunity, the school offers Project FLIGHT,A and E /BLP Programs .

Crowned with 400 respectable years of challenges and victories, MANGALDAN has rightfully earned her precious name tag as the “HOME OF PEACE – LOVING, GOD – FEARING AND DEVELOPMENT – ORIENTED PEOPLE,” the product of the fusion of great political leaders and the relentless support of the Mangaldanians themselves, both near and far.
FUSION OF GREAT LEADERS
Mangaldan owes her success from the fusion of great political leaders who braved the odds of public service. From the pioneering hands of Don Vicente Abad to his long line of successors until 1980’s, all of them deserve respect and adulation. However, to the eyes of the younger generation, the names of Hon. Benigno M. Gubatan, Hon. Numeriano G. Presto, Hon. Tito B. Sarzaba, Jr. and Hon. Herminio A. Romero sound most familiar. Having been Mayors in the early 1990’s and for the latter as the incumbent Mayor of the town.
Hon. Benigno M. Gubatan was obviously noted to posses strong political will that propelled significant contributions to the town’s development.
It was during the term of Dr. Numeriano G. Presto when Mangaldan proudly celebrated her Philippine Centennial showcasing the glorious history of Mangaldan.
Hon. Tito B. Sarzaba, Jr. spearheaded the realization of turning Mangaldan from a second class municipality to FIRST CLASS.
As the Chief Local Executive from July 2004 until the present, Hon. Herminio A. Romero can articulate, “Let performance speak for itself.”

THE POWER OF FAITH
In plain and straight forward lingo, Hon. Herminio A. Romero has no midas touch to win the Mayorship. With no gold, no guns and no goons to bank on, HERMIE undauntedly entrusted his destiny to the One who cradled him too well.
True indeed, the good LORD rewarded his trust. In an overwhelming votes of confidence given to him on his first term (2004 - 2007) repeatedly cast again on his second term (2007 - 2010), eloquently affirmed Mangaldanians’ trust and confidence on his leadership. Hence then, he SERVED, WORKED, PERFORMED EVEN BEYOND THE CALL OF DUTY; and continues to do so.
To be able to execute the blueprint of his vision for Mangaldan, Mayor Romero humbly walked on the way to extending peace among all political opponents and tried his best to build a solid foundation of working harmoniously with all sectors of society particularly the big family of LGU – Mangaldan. Like the father in the family, he first strengthened the relationship among partners in the Legislative Branch and of course the whole working force of the Executive Unit. When trust was established, they all buckled their belt to work.
HIGHLIGHTS OF ACHIEVEMENTS
Serving 92,000 people from 30 barangays is no easy task but bracing his inner fortitude coupled by the solid backing of the Sangguniang Bayan Members, Mayor Romero chronicled tangible accomplishments as the Best Local Government Unit in the Drug Demand Reduction Program, being recognized as the Best Implementor – Partner in the Coop Program, being the Top 7 Cleanest Municipality in Pangasinan, Fire Station of the Year Awardee.
Initially, on the matter of purchasing something for the Municipality, a meat delivery van was purchased for the used of income-generating municipal van slaughterhouse, which has class AA Status and one mini – ambulance was acquired through representations with Speaker Jose De Venecia, Jr.
The Solid Waste Management Program – which implements the Ecological and Solid Waste Management Act of 2000 (R.A. 9003) – was re-launched in the town. Rehabilitation of the dumpsite in Banaoang was effected, in the process converting it to a controlled dumpsite. This was facilitated by the timely utilization of heavy equipment coming from the provincial government.
In line with this, 30 pieces of concrete garbage receptacles were constructed or fabricated and installed in conspicuous places in the market area and along main thoroughfares of the Poblacion. Some of these were donated by the owners of Residencia San Jose Subdivision. Corollary to this thrust, lectures on the solid waste management program were attended by municipal employees, school administrators and student leaders in a bid to keep them aware of the importance of the nationwide program.
Various construction activities likewise highlighted the Romero term. Some 70 meters of concrete pipe drainage with two manholes were constructed at sitio Binmolalo in barangay Talogtog to ease the flow of floodwaters and allow the use of an estimated 75 hectares of farmlands there. The Mangaldan Slaughterhouse was renovated to maintain its Class “AA” status. A concrete and open drainage canal with vendors arcade was put up behind the public plaza stage. One – classroom school buildings were constructed in the Pogo – Palua and Osiem Elementary Schools; and a two – classroom building was put up at the Lanas Elementary School. The Bantayan Elementary School was repaired and rehabilitated through 2nd Pangasinan Engineering District funds. Other constructions were the Tawi-Tawi road in barangay Bantayan and the Romero road in barangay Buenlag. Another noteworthy construction, of course, was the Don Benigno Gubatan Triangle, in honor of the late mayor Atty. Benigno Gubatan, Jr., through funding emanating from the Mangaldan Association of Northern California, under its former President, Mrs. Merle Rabelas. Eight units of deep wells were also constructed or instralled in barangays Guesang, Inlambo, Palua, Talogtog, Bateng, Guilig, Bari and Pogo.
An innovation in the Romero administration was the holding of Community Volunteerism Day every last Thursday of the month. On such days, municipal employees voluntarily do clean-up work in different areas or streets right at the town proper. Barangay officials were not left out in skills improvement for governance as a 3-day skills training was conducted for them through the Department of the Interior and Local Government.
More on community involvement endeavors, the Romero reign saw the extension of the beautification and electrification project of Phase II of the Sangguniang Bayan Drive. Also, 20 units of streetlights were repaired as part of the Phase I rehabilitation of the same SB Drive. Also distributed and planted were some 2,000 assorted fruit seedlings and vegetable seeds through elementary school pupils. Farm equipment like hand tractors and water pumps with complete accessories were likewise acquired via the Comprehensive and Integrated Delivery of Social Services program.
The new world-class PNP - Mangaldan Police Station was inaugurated, with House Speaker Jose C. de Venecia Jr. and Dir. Gen. Arturo C. Lomibao attending it together with Mayor Romero and other officials. This is significant, as the PNP’s top man, Director-General Arturo C. Lomibao, hails from Mangaldan town himself!
Bringing out the best in Mangaldan folks’ skills or capabilities was pursued through a lantern-making contest which was participated in by various Mangaldan barangays. This was sponsored by two of the most active and supportive non-governmental organizations in the town: Young Once Club and Happy Hearts Club, after the project was conceived by Mayor Romero himself. There was also the Mangaldan Choral Concert sponsored for the first time by the Himig A Capella, a group composed of graduating Mangaldan students from local colleges and universities.
The LGU Mangaldan Website was likewise launched at the conference room of the municipal hall in time for the fiesta last 2006, in the process enabling supporters here and abroad to back up their candidates by simply logging in at www.mangaldan.gov.ph a website of its own in Mangaldan!
IN ROADS IN AGRICULTURE
BECAUSE Mangaldan enjoys wide tracts of agricultural lands, one major thrust of the incumbent administration dwelt on various aspects of agriculture. The typical farmer definitely needs help; and the government has not been remiss in giving it to him.
Technical assistance in this field has been extended through farm visitations, field inspections and result and method demonstrations by efficient agricultural personnel. Technical assistance has likewise been rendered to high value commercial crops (HVCC). Both hybrid and certified palay seeds and hybrid corn seeds have also been procured and distributed to rightful farmers.
Help has not been confined to palay and corn farming, though. Assorted fruit and forest tree seedlings were also distributed, with the forest tree seedlings invariably planted along the Angalacan River site. Liquid fertilizers were likewise distributed. In line with these, water pumps – some 30 units of the 5-horsepower kind – were distributed, too.
For individual beneficiaries, ample and authoritative trainings, seminars and demo classes were held. These include farmers’ field schools, mushroom spawn production training, organic utilization training, bamboo propagation training, livestock health care and management seminar and mango production seminar.
On the livestock front, the local agricultural office provided vaccination, diagnosis and treatment and even de-worming activities. A veterinary mission was actually conducted in barangays Salay and Alitaya.
Moreover, it will be worthwhile to note perceivable success in the operation of the Mangaldan Livestock Auction Market! The market has admittedly generated big revenues for Mangaldan. To ensure that this modest success is maintained, cleanliness and sanitation – which have been its trademarks – must be ensured. To achieve this, two footbaths were constructed, twin septic tanks were put up, the market were dredged or de-clogged and a power sprayer and a weighing scale were purchased.
The fishery front was not left out, either. There is a constant promotion of freshwater aquaculture development. In line with this, a fish processing demonstration was conducted, 5,000 tilapia fingerlings were dispersed in the town, aside from 10,000 tilapia fingerlings dispersed on communal water at the Angalacan river. Mayor Romero also reported technical assistance rendered to various fish operators in Mangaldan.
